Admin table to manage projects and employee access

Add a central admin table that shows all projects and allows admins to manage project ownership and employee access in one place.

Currently, projects are tied to individual users without a clear, centralized overview. When an employee stops or changes role, projects are hard to reassign and risk becoming unmanaged. Admins need a simple way to see all active projects, organize access, and hand projects over to new users to ensure continuity.
